Fifth Session of the Sixth Huaihua Municipal People’s Congress concludes successfully.
On the afternoon of December 28, the Fifth Session of the Sixth Huaihua Municipal People’s Congress concluded successfully after completing all its agenda items.
Secretary of the Huaihua Municipal Party Committee Xu Zhongjian attended the session and delivered a speech.
A total of 410 deputies were entitled to attend this session, with 370 actually present, which met the quorum required by law.
The closing meeting was presided over by the executive chairpersons of the Presidium Standing Committee, namely Xu Zhongjian, Wei Zhaohui, Li Wanqian, Xiang Shouqing, Luo Lei, Li Shuwen, Wu Hanming, Wang Fuchu, Jiang Xiaoxiang and Mao Yunhong. Li Wanqian served as the moderator.
Present at the meeting and seated on the rostrum were leading comrades and veteran cadres including Niu Shunsheng, Peng Xiandan, Li Weilin, Yang Zhihua, Yin Peiguo, Zou Xingwang, Zheng Xiaohu, Hu Chen, Ye Hongjun, Wu Bin, Chen Zhiqiang, Xue Zhongyong, Hu Jiliang, Zhang Kerong, Li Jun, Shi Xixin, Pu Xuelian, Liao Jiatian, Hu Heping, Zeng Wenqian, Xiao Lixing, Li Ruqing, Li Shizhong, Lou Hongfu, Wang Yong, Zhang Jiaxian, Zhou Bibo, Xiang Jianping, Wang Haitao, Zuo Mu, Duan Zhiling, Wang Gang, Zhang Zaiqi, Hu Yangfan and Zhang Yong.

By a show of hands, the session adopted the Resolution of the Fifth Session of the Sixth Huaihua Municipal People’s Congress on the Government Work Report of Huaihua Municipality, the Resolution on the Outline of the 15th Five-Year Plan for National Economic and Social Development of Huaihua Municipality, the Resolution on the Implementation of the 2025 National Economic and Social Development Plan and the 2026 Plan of Huaihua Municipality, the Resolution on the Implementation of the 2025 Budget and the 2026 Budget of Huaihua Municipality, the Resolution on the Work Report of the Standing Committee of the Huaihua Municipal People’s Congress, the Resolution on the Work Report of the Intermediate People’s Court of Huaihua Municipality, and the Resolution on the Work Report of the People’s Procuratorate of Huaihua Municipality. The newly elected mayor, deputy directors and members of the Standing Committee of the Sixth Huaihua Municipal People’s Congress, as well as members of the relevant special committees of the Municipal People’s Congress took the constitutional oath.

On behalf of the Municipal Party Committee, Xu Zhongjian extended congratulations on the successful convocation of the session and to the newly elected comrades, and expressed gratitude to all deputies and the staff members of the session. He stated that with the joint efforts of all deputies and participants, the Fifth Session of the Sixth Huaihua Municipal People’s Congress had successfully completed all its agenda items. All deputies exercised their powers in accordance with the law, diligently performed their duties, and engaged in joint discussions on development strategies, demonstrating their strong political enthusiasm, high-spirited morale, and a profound sense of mission and responsibility. The session was a complete success that promoted democracy and unity, pursued truth and pragmatism, and inspired people to forge ahead.
Xu Zhongjian pointed out that in 2025, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the whole city thoroughly studied and implemented the guiding principles of the 20th National Congress of the Communist Party of China, all plenary sessions of the 20th Central Committee, and General Secretary Xi Jinping’s important speeches and instructions on Hunan’s development. It also fully implemented the arrangements set forth at the 8th and 9th Plenary Sessions of the 12th Hunan Provincial Party Committee, focused on the grand blueprint of “Three Highlands and Four New Missions,” further advanced the “Five New Missions and Four Orientations” strategy, launched a new round of development initiatives (Secondary Entrepreneurship), continuously elevated the city’s strategic standing, accelerated the pace of development, and steadily improved the political ecosystem. As a result, new progress and achievements were made in various undertakings. 2026 marks the first year of the 15th Five-Year Plan and a crucial year for Huaihua to continue its “Secondary Entrepreneurship” and accelerate catching-up development. Standing at a new historical starting point and embarking on a new journey of development, the city must stay fully committed to the overarching goal of building a regional central city at the junction of five provinces, focus wholeheartedly on high-quality development, and pool efforts to turn the planned blueprint into a reality and transform the strategic positioning into tangible achievements.
Xu emphasized that to strive for building a regional central city at the junction of five provinces, we must hold high the banner and keep to the right direction. We should persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to strengthen our convictions, more consciously draw lessons, clarify directions, learn methods, and enhance wisdom, continuously improve our political judgment, political comprehension, and political execution capabilities. We should be good at analyzing and resolving issues from a political perspective, always maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core in ideology, politics, and actions, deeply understand the decisive significance of establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era through solid work and concrete achievements, and resolutely uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and uphold the Party Central Committee’s authority and its centralized, unified leadership.
Xu stressed that to achieve this goal, we must make unremitting efforts and should guide and promote high-quality development with a correct view of performance, fully and accurately implement the new development philosophy, and drive the economy to achieve effective qualitative improvement and reasonable quantitative growth. We should actively align ourselves with major national and provincial strategies, seize opportunities, and strive for more policies, projects, and funds to take effect in Huaihua. We should focus on key priorities, tackle difficulties, mitigate risks, and meet challenges with a proactive spirit of history, make solid progress in the four key areas of port development, industrial growth, urban construction, and tourism promotion, coordinate the key tasks including expanding domestic demand, advancing reform and innovation, promoting rural revitalization, strengthening ecological protection and environmental governance, and maintaining security and stability, and strive to create a new situation for high-quality development.
Xu emphasized that to build such a regional central city, we must adhere to our original aspiration and bring benefits to the people. We should always stand firmly on the people’s side, follow the Party’s mass line in the new era, vigorously carry forward the fine tradition of “taking four types of work to the grassroots” (promoting Party lines, principles, and policies, conducting research, receiving public petitions, and handling official work on-site at the grassroots level), and regularly carry out the campaign of “visiting the grassroots, identifying problems, thinking of solutions, and delivering results.” We should consciously consult the people for suggestions, understand their needs, and evaluate the effectiveness of our work to ensure that we respond promptly to the people’s demands. We should focus on delivering practical services for people’s well-being, channel more funds and resources into investing in people and serving people’s livelihood, and wholeheartedly address the people’s pressing concerns such as employment, elderly care, education, medical care, and childcare. We should make every effort to maintain overall social harmony and stability, and continuously enhance the people’s sense of fulfillment, happiness, and security. We should practice whole-process people’s democracy, improve the mechanisms for absorbing public opinions and pooling public wisdom, and fully stimulate the enthusiasm, initiative, and creativity of Huaihua people.
He stressed that to realize this goal, we must pool our efforts and make every effort to ensure implementation. We should build a strong team of officials, adhere to selecting and appointing officials based on their moral integrity, abilities, and practical achievements, and fully stimulate the internal motivation for prioritizing implementation. We should uphold unity and hard work, coordinate efforts on all tasks, and make concerted progress in promoting development. We should carry forward fine work styles, continuously consolidate and expand the achievements of learning and education activities, unwaveringly implement the central eight-point regulations, summarize and apply effective work methods such as the “1-3-7 work method” (responding within one day, providing initial feedback within three days, and completing implementation within seven days), and truly make prioritizing implementation a common practice across the city.
Xu highlighted that Party committees at all levels should strengthen and improve the Party’s overall leadership over the work of people’s congresses, and as always, strongly support people’s congresses and their standing committees in performing their duties in accordance with the law and carrying out their work in a creative manner. People’s congresses and their standing committees at all levels should adhere to the positioning of “four major institutions,” focus on their responsibilities and missions, and ensure the effective implementation of work. Governments, supervisory commissions, people’s courts, and people’s procuratorates at all levels should consciously accept supervision from the corresponding level of people’s congresses and continuously improve the level of law-based administration, impartial judicature, and supervision. Deputies to people’s congresses at all levels should strive to enhance their ability to perform their duties and improve their performance, and serve as a bridge connecting the Party and the country with the people.
Xu required that as the New Year and Spring Festival holidays approach, all counties, districts, and municipal departments should care about the production and living conditions of people in difficulty, ensure the stable and orderly supply of goods in the market, enrich the people’s spiritual and cultural life, guarantee the safe and convenient travel of the public, strictly implement the accountability system for work safety, make every effort to maintain overall social stability, continuously correct unhealthy tendencies and foster a new work style, and earnestly do a good job in on-duty and emergency response work.

In her speech, Wei Zhaohui, the newly elected mayor of the Municipal People’s Government, stated that under the centralized and unified leadership of the Municipal Party Committee, she would unite and lead the team of the Municipal People’s Government to strive to run a successful “relay race”. She would wholeheartedly serve the Party and people, persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to strengthen convictions, always take upholding Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and upholding the Party Central Committee’s authority and its centralized, unified leadership as the supreme political principle and fundamental political rule. She would always consider all matters from a political perspective and act in the context of the overall situation to ensure the effective implementation of the decisions and arrangements of the Party Central Committee and the State Council, the deployment requirements of the Provincial Party Committee and the Provincial People’s Government, as well as the work requirements of the Municipal Party Committee. She would forge ahead courageously to promote development, strengthen the momentum of development through innovation, resolve development-related difficulties through reform, and expand development space through opening-up. She would focus on advancing the four key initiatives of port development, industrial growth, urban construction and tourism promotion, and accelerate the construction of a regional central city at the junction of five provinces. She would wholeheartedly work for the people’s well-being, adhere to taking ensuring and improving people’s well-being as the starting and ending points of the government’s work, use the government’s efforts to enhance the people's interests, and make the people’s lives more prosperous. She would rigorously strengthen the rule of law, accelerate the promotion of the standardization, proceduralization and legalization of governance, consciously accept the legal supervision and work supervision of the Municipal People’s Congress, earnestly implement the decisions and resolutions of the Municipal People’s Congress and its Standing Committee, take the initiative to accept the democratic supervision of the Municipal Committee of the Chinese People’s Political Consultative Conference, expand channels for social supervision, and ensure that power is exercised in the sunshine. She would uphold integrity and adhere to the bottom line, and take the lead in implementing the spirit of the Eight-Point Regulation, building a cordial and clean government-business relationship, fulfilling the responsibility as the first person responsible for comprehensively enforcing strict Party self-governance in the government system, so as to create a sound and upright political ecosystem.
When presiding over the meeting, Li Wanqian pointed out that people’s congresses at all levels in the city should strengthen their loyalty by adhering to the Party's leadership, and perform their duties and carry out their work closely around the major strategies, important deployments and key tasks of the Municipal Party Committee. They should contribute to the high-level opening-up and high-quality development, and by means of the rule of law, ensure the effective implementation of the decisions and arrangements of the Municipal Party Committee, focusing on key tasks such as upgrading the Huaihua International Land Port, constructing the “5 + 10” modern industrial system, promoting the integrated development of Hecheng District and Zhongfang County, tackling major projects and optimizing the business environment. They should temper their sense of responsibility in strengthening the construction of the “four major institutions” and strive to build a model institution that reassures the Party and satisfies the people. All deputies should give full play to their role as a bridge and link and their advantage of maintaining close ties with the people, and lead the whole city to set off an upsurge of hard work and entrepreneurship.
