On November 24, Xu Zhongjian, secretary of Huaihua Municipal Party Committee, conducted researches and inspections in the rural areas of Xinhuang and Zhijiang counties, during which he stressed the significance of thoroughly studying and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and general secretary Xi Jinping’s key directives on the work of “agriculture, rural areas, and farmers”. Xu called for earnestly fulfilling the deployment requirements of Hunan Provincial Party Committee and Hunan Provincial Government, and Huaihua Municipal Party Committee and Huaihua Municipal Government to develop rural industries to boost prosperity and expand income channels for farmers by effectively ensuring smooth transitions and advancing comprehensive rural revitalization, so as to build livable and harmonious rural communities.

At Mibei Miao Ethnic Township of Xinhuang County, Xu learned about the construction of the town and the demonstration of ethnic unity and progress. He pointed out that the construction of the town should focus on reflecting ethnic characteristics, optimizing functional layout, enhancing carrying capacity, cultivating commercial markets, and smoothing e-commerce networks, so as to better drive rural development. In addition, he pointed out that we must adhere to the mainline of forging a strong sense of community for the Chinese nation and deepen the work of creating national unity and progress, so as to promote the common unity, struggle, prosperity, and development of all ethnic groups.

At Jizhai Village, Zhongzhai Town of Xinhuang County, Xu inspected the construction of Polygonatum Production Base and learned about the effective linkage of industrial assistance and agricultural machinery system. He pointed out that it is necessary to enhance the effectiveness of industrial assistance, actively guide and vigorously cultivate industries that enrich the people in rural areas, promote the integrated development of primary, secondary, and tertiary industries in rural areas, and improve the mechanism of linking and supporting agriculture, so as to better drive stable income growth for farmers.

At the government of Liangsan Town, Xinhuang County, Xu learned about rural governance and other related work. He pointed out that it is necessary to strengthen party building to lead grassroots governance and grassroots political power construction, and enhance the efficiency of rural governance. He added that we must adhere to and develop the "Fengqiao Experience" of the new era, deeply implement the system of “Going Down to the Grassroots on Four Aspects”, regularly carry out practical and feasible activities, solve the urgent and difficult problems of the masses with care and emotion, and timely resolve disputes at the grassroots level as early as possible, so as to effectively maintain rural social harmony and stability. At Huanglei Village, Liangsan Town, Xu learned about the construction of harmonious and beautiful rural areas and had discussions and exchanges with farmers. He pointed out that we should fully leverage the role of the masses as the main body, guide them to actively participate in courtyard beautification and environmental improvement, deepen the civilized rural style construction, continue to promote the transformation of bad rural customs and habits, so as to cultivate new fashion and appearance of the era across the rural areas.

During the inspection and research, Xu used the “four no's and two directs” approach to inspect and supervise the effective connection, safety production, and working shifts of the government of Dongxiachang Township of Zhijiang County. He also learned about effective connection, village collective economy, and grassroots burden reduction in Shaotian Village of Biyong Town. He pointed out that it is necessary to effectively carry out effective linkage work, comprehensively and thoroughly rectify related problems, draw lessons from similar situations, focus on timely detection and resolution of new problems, especially strengthen monitoring of household dynamic management, accurately implement assistance measures, and improve the effectiveness of assistance and public satisfaction. In addition, he stressed that we must continue to deepen the rectification of formalism to reduce the burden on grassroots and create favorable conditions for grassroots cadres to work and start businesses. We must strengthen the implementation of responsibilities, conscientiously carry out investigation and rectification on risk and hidden danger, and hold the bottom line of safety. We must strictly implement the system of working duties of the key members of the township party committee and government so as to ensure that any possible emergency situation can be quickly responded to and dealt with.
