On October 9, Industry and Information Technology Department of Hunan Province publicized the list of winners of the 2025 Hunan Provincial Industrial Cluster Competition. Four industrial clusters from Huaihua stood out in the competition, demonstrating the city’s efforts in extending, reinforcing, and strengthening industrial chains, intensifying the aggregation of innovation factors, fostering industrial ecosystems, and accelerating the development of a “5+10” modern industrial system.
The list includes two categories: advanced manufacturing clusters and specialized clusters for small and medium-sized enterprises.
Among the 9 winners from the preliminary rounds of the competition for advanced manufacturing clusters across Hunan province, the Biobased New Materials Industry Cluster of Huaihua City has successfully been shortlisted, marking the first-ever breakthrough for our city in winning the provincial advanced manufacturing cluster competition.
Of the 18 clusters shortlisted in the preliminary rounds of the provincial specialized clusters competition for small and medium-sized enterprises, three from Huaihua were selected: the Bridge and Tunnel Equipment Manufacturing Cluster from Zhongfang County, the Passive Electronic Components Cluster from Zhijiang Dong Autonomous County, and the Trolley Luggage and Baggage Cluster from Huitong County. This marks the largest number of clusters Huaihua has ever had shortlisted in this competition.
An official from Industry and Information Technology Bureau of Huaihua stated that the inclusion of multiple clusters in the list of winners of the Hunan Provincial Industrial Cluster Competition reflects the initial results of Huaihua’s efforts to bolster industries through a chain-based approach, strengthen support via policy-driven mechanisms, and foster development by building robust alliances. Moving forward, the city will leverage its industrial foundation and resource advantages to further intensify efforts in extending, reinforcing, and strengthening industrial chains, advance the cultivation of specialized industrial clusters, and facilitate the vigorous growth of competitive industries.
In recent years, targeting advanced manufacturing as its primary focus, Hunan has introduced a series of policies to channel resources such as capital and policy support toward advanced manufacturing clusters. The province is systematically advancing the gradient cultivation of clusters at the world-class, national, provincial, and regional levels. Previously, Huaihua boasts two clusters designated as provincial-level specialized clusters: the Fine Chemical New Materials Cluster in Hongjiang District and the Poria Cocos (Tuckahoe) Cluster in Jingzhou.
