Present at the meeting were CPPCC vice chairs Xiao Lixing, Wang Haitao, Li Ruqing, Li Shizhong, Zhang Youping, Liu Xiaoming, Lou Hongfu, Wang Yong, Zhang Jiaxian, and secretary-general Hu Shijun. Vice mayor Hu Heping participated as a non-voting observer.
The meeting reviewed a research report titled Accelerating High-Quality Development of Huaihua's Tourism “Golden Triangle” to Strengthen Its Leading Role, along with a draft proposal. Four CPPCC members, including Yang Zhiqing, shared insights alongside officials from the municipal culture and tourism bureau, Hongjiang City, and Hongjiang District.
Xu praised the research as politically aligned, strategically insightful, and practically valuable, highlighting the CPPCC's dedication to serving developmental priorities. He emphasized:
1. Seizing Strategic Opportunities. All levels and relevant departments across the city must thoroughly study and implement general secretary Xi Jinping's important statements on tourism development, and fully carry out the deployment requirements set forth by the Hunan Provincial Party Committee, Hunan Provincial Government, Huaihua Municipal Party Committee, and Huaihua Municipal Government. Leverage the upcoming 5th Hunan Tourism Development Conference to advance the tourism "Golden Triangle" (comprising Anjiang Agrarian Culture Tourism Zone, Hongjiang Ancient City, and Qianyang Ancient Town) toward becoming a nationally premier destination.
2. Research-to-Action Conversion. Transform “golden proposals” into actionable plans, prioritizing:
- Integrated planning for the "Three Rivers and One Bay" tourism corridor, emphasizing holistic coordination and differentiated development.
- Cross-regional collaboration to optimize resource management and align with the Greater Zhangjiajie International Tourism Zone and regional platforms like the Zhangjiajie-Guizhou-Huaihua Tourism Consortium.
- Cultural-tourism integration and tech innovation to cultivate distinctive products, services, and brands.
- Accelerating national-level accreditations, including Anjiang's bid for a national tourism resort, Hongjiang City's historical and cultural city status, and Gaomiao Site's national archaeological park recognition.
Xu urged full utilization of the CPPCC's expertise and networks to advance the "port-industry-city-tourism" development strategy, vowing continued municipal support for the work of the CPPCC.
Chair Niu stressed four priorities:
- Strengthening ideological foundations for principled governance.
- Enhancing core responsibilities to address developmental needs.
- Expanding consensus-building through unified efforts.
- Reinforcing institutional capacities for effective execution of duties.
