    On the morning of July 8, Xu Zhongjian, secretary of the Huaihua Municipal Committee, chaired a special coordination meeting of the Huaihua Executive Committee for the 5th Hunan Tourism Development Conference. It implemented requirements from the Hunan provincial organizing committee office, reviewing progress on investment attraction and business planning for key projects including Yushuwan, Tianwen Island, Dongmengji, and Jingping Ancient Village. It also supervised weekly work reports from various task forces and addressed specific implementation challenges. He Zunqing, deputy secretary of the Huaihua Municipal Party Committee and secretary of the Huaihua Municipal Politics and Law Committee; Li Wanqian, chairman of the Huaihua Municipal People's Congress; and Niu Shunsheng, chairman of the Huaihua Municipal CPPCC, attended the meeting.

    Xu Zhongjian emphasized four strategic priorities:

    (1) Innovative Conference Planning. Optimize event programs with creative concepts to ensure tangible outcomes. Promote "culture-tourism + technology" and "culture-tourism + consumption" integration through operation-oriented investment strategies. Relevant functional departments should provide precise guidance, offer full-process services, and streamline administrative procedures to attract more high-quality merchants and brands to establish presence.

    (2) Project Implementation. Strengthen construction safety and quality supervision while streamlining workflows. Implement 24-hour shift systems (two shifts or three shifts) for large-scale, time-sensitive projects to accelerate progress.

    (3) Market-Driven Mechanisms. Develop super concert projects and enhance marketing efforts to establish sustainable operational models.

    (4) Urban Quality Enhancement. Advance the "One Welcome, Three Innovations" initiative to upgrade urban infrastructure, renovate old residential areas, and improve rural-urban environments for greater public satisfaction.

    The Secretary reiterated the importance of the "137" work mechanism for key cultural tourism projects, requiring municipal officials to maintain frontline command while adopting problem-solving approaches. He demanded proactive collaboration from municipal departments and county-level authorities, coupled with comprehensive supervision. Strict accountability measures will be enforced against dereliction of duty or substandard performance.

    Other participating municipal officials included Peng Xiandan, Li Weilin, Yang Zhihua, Yin Peiguo, Zou Xingwang, and Hu Chen.
