On the evening of July 4, Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, made an inspection tour (using the “Four No’s and Two Directlys” method) of the work progress of the urban quality improvement project and the key cultural tourism project in the downtown, while extending regards to construction workers.He pointed out that the preparations for the 5th Hunan Tourism Development Conference has entered a critical stage. It is of necessity to focus on the goal of hosting the conference to boost the city’s development, put project construction in a more prominent position, organize construction in a scientific way, and comprehensively speed up and improve efficiency, ensuring that the projects are completed and put into use as scheduled.
Xu Zhongjian visited construction sites including Crowne Plaza Hotel, Sports Center, Yushuwan and Liyuan Road, where he inspected the construction management and project progress on site. He talked with construction workers to learn in detail about the implementation of the measures related to in-turn rest, heatstroke prevention and cooling. Xu Zhongjian pointed out that the current hot and sunny weather, though a golden period for construction, also poses many challenges. For projects with large workloads and tight schedules, it is of necessity to coordinate and allocate construction forces, adopt a “three-shift workday system” system, and make full use of the optimal hours in the morning and evening because of their low temperatures favorable for construction. It is essential to strengthen supervision over workplace safety and project quality throughout the process, and expedite timelines only when safety and quality standards are fully assured. Care should be prioritized to frontline construction workers. In response to the continuous high-temperature weather, heatstroke prevention and cooling measures should be taken to effectively protect their health. It is also of necessity to refine the management of construction sites, and strengthen the control of dust and noise at construction sites, minimizing their impact on the lives of surrounding residents.
During the supervision, Xu Zhongjian emphasized that all departments at all levels in the city should strengthen their sense of responsibility and urgency, get fully mobilized and take comprehensive actions. They must strictly implement the “137” work promotion mechanism, keep a close eye on the deadline, and do a good job in all preparations. Leading cadres at all levels in charge of projects should go deep into the front line, conduct on-site command, effectively strengthen scheduling and supervision to promptly resolve operational challenges, accelerate project development comprehensively through immediate troubleshooting of practical difficulties, make greater efforts to bolster public participation in the “ One Welcome, Three Initiatives” campaign (welcoming the National Civilized City assessment while creating National Hygiene, Forest, and Demonstration Cities) .
