“Five days ago, we announced the trading notice for the green and prosperity-promoting demonstration project of the Dilian State-owned Forest Farm in Tongdao County,” said Wang Jing, deputy director of the Natural Resources Bureau of Tongdao Dong Autonomous County on November 23. “This is the first officially listed portfolio pilot project of natural resource assets in the province. Tongdao will open up a new path for green and prosperity-promoting initiatives.”
In March, after the Hunan Provincial Natural Resources Department initiated the reform of natural resource asset portfolio supply, Tongdao County established a working mechanism with the natural resources bureau taking the lead and various departments coordinate to provide support. The county also set up a dedicated working group, developed a pilot scheme and submitted plans related to the pilot project. Under the overall guidance of the Provincial Natural Resources Department, the county took a targeted approach, piloting a “green + carbon sequestration” asset portfolio supply model, aiming to promote efficient allocation, preservation and appreciation of natural resource assets, improve the utilization efficiency of natural resources, and actively explore pathways for realizing the value of ecological products. The green and prosperity-promoting demonstration project of the Dilian State-owned Forest Farm in Tongdao County has become one of the first batch of pilot projects for natural resource asset portfolio supply in Hunan Province.
The project is located in the Dilian State-owned Forest Farm in Tongdao County, with a total area of 1,414 mu (about 94 hectares) and a transfer price of 5.9 million yuan. The asset portfolio consists of three types of rights: the use right of the state-owned forest farm, ownership of forest trees, and carbon sequestration equity indicators of the forestland natural ecosystem. By integrating these three rights, the project will be used for under-forest planting, forest tourism and sightseeing, forest tree tending and harvesting, and carbon sequestration development, aiming to support rural revitalization and bring the concept of “lucid waters and lush mountains are invaluable assets” to practice in Tongdao County.
After the successful completion of the online transaction for the natural resource asset portfolio, the county will follow up on the research on systems regarding revenue distribution, property rights registration, supervision and management. It will continuously optimize the business environment, actively provide high-quality services to market entities, and work together with them to create a demonstration project for realizing the value of ecological products, striving to provide Tongdao experience for the supply reform of natural resource asset portfolio in the province.
