During the meeting held on the morning of September 2, Xu Zhongjiang stressed that relevant departments should thoroughly study and implement the spirit of the third plenary session of the 20th Communist Party of China (CPC) Central Committee and the important speeches and instructions made by General Secretary Xi Jinping during his inspection tour in Hunan, conscientiously implement the deployment and requirements of the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government to propel the high-quality development of the bamboo industry and cultivate a 100-billion-yuan bamboo industry, give full play to the advantages of the city’s bamboo resources, and strive to develop the bamboo industry into a characteristic and advantageous industry. Municipal leaders Yin Peiguo, Zheng Xiaohu, Hu Heping, Yu Jianyong and Du Dengfeng attended the meeting.
The meeting heard the report on the development of the city’s bamboo industry and laid out plans and measures for the industry’s high-quality development.
Xu Zhongjian pointed out that the bamboo industry is a key industry supported by the country and the provincial Party committee and government. Huaihua is rich in bamboo resources, and the bamboo industry is showing a promising development trend. The city should be confident and determined, seize the opportunity, give full play to our advantages, accelerate the promotion of innovative and high-quality development of the bamboo industry.
Xu Zhongjian emphasized the importance of scientific planning and precise positioning, as well as paying attention to soliciting opinions from domestic professional research institutions and leading enterprises in the industry, in order to enhance the scientificity and precision of industrial development planning. The focus should be on targeting market demands and development trends, with an emphasis on developing new types of bamboo panels and bamboo fiber products. Relying on the Huaihua International Land Port, the city should prioritize the development of export-oriented products. With an eye towards improving economic benefits, Huaihua should highlight the development of high-quality products and target the high-end market. It is necessary to highlight key areas, strengthen support, vigorously introduce leading enterprises in the industry, and effectively solve the bottlenecks that affect the development of the enterprises. Priority should be given to supporting leading enterprises with strong driving force for the industrial chain, supporting the research and development of key products, optimizing the industrial layout, and accelerating the construction of bamboo industrial parks in Huitong County and Jingzhou County, as well as promoting the development of bamboo industry in Hongjiang County-level City, Hongjiang District, Xupu County, and Tongdao County.
Xu Zhongjian also noted that it is necessary to strengthen leadership and improve mechanisms. A working group should be established to promote the high-quality development of the bamboo industry, and a special task force should be formed to strengthen overall coordination and supervision. Relevant municipal departments should closely cooperate, provide funds and strengthen factor guarantees. The relevant counties, county-level cities, and districts are responsible for the promotion of the high-quality development of the bamboo industry with scientific plans and strengthened measures.
