On the morning of June 19, the Theoretical Learning Center Group of the Municipal Party Committee carried out a collective study session and the third special session on Party Discipline Study and Education. The session focused on an in-depth study and implementation of General Secretary Xi Jinping's important expositions on comprehensively strengthening the Party's discipline construction. It aimed to deepen the practice of using cases to illustrate virtues, discipline, laws, and responsibilities, and to enhance political resolve, discipline resolve, moral resolve, and the resolve to combat corruption. Xu Zhongjian, the Secretary of the Municipal Party Committee, presided over the session and delivered a concluding speech. He emphasized the need to grasp the use of cases to clarify discipline and promote learning with a higher perspective and stronger measures, and to ensure that the study and education of Party discipline are carried out thoroughly and effectively. The meeting pointed out that warning education is a long-term, regular, and fundamental task in the comprehensive and strict governance of the Party, and it is an important aspect of carrying out Party discipline study and education and strengthening the construction of Party discipline. All Party organizations at various levels and the majority of Party members and cadres in the city must deeply study and faithfully practice the important instructions of General Secretary Xi Jinping on conducting warning education. They should grasp the significant role of warning education from the perspectives of politics and the overall situation, solidly promote reform and governance through case studies, focus on prominent issues in discipline construction, strengthen both symptomatic and root cause treatments, and resolutely push the comprehensive and strict governance of the Party to develop in depth.
The meeting emphasized the need to always uphold the advancement of discipline construction from a political perspective, to unswervingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite and inspire the Party, to continuously improve political capabilities, to deeply understand the decisive significance of the "two establishes" and achieve the "two upholds," to make political supervision more concrete, precise, and normalized, and to seriously investigate and deal with behaviors that violate political discipline, such as paying lip service while acting to the contrary and being keen on political patronage. It was stressed that the Party's nature, style, and discipline must always be addressed together, guiding Party members to rectify their thoughts from the root and strengthen their foundation, and to enhance their Party spirit and self-cultivation. There must always be a comprehensive tightening of the institutional cage, strengthening the rigid enforcement of systems, and preventing the improper allocation of resources and excessive intervention by power. The meeting also underscored the need to always insist on strict and firm governance of the Party, to tighten the chain of responsibility, to press down on work responsibilities, to build a comprehensive and collaborative work pattern, to uphold the unity of supervising the "key few" and managing the "vast majority," to strictly supervise and enforce discipline, and to resolutely fight against behaviors that violate Party rules and discipline and all kinds of corruption. Finally, the meeting highlighted the importance of always focusing on strict management and supervision while equally emphasizing the encouragement of responsibility and initiative. Strict implementation of measures such as "three distinctions" and error correction should be enforced to create a clear direction and a favorable environment that encourages cadres to take initiative and act responsibly.
