On the evening of June 24th, Li Chunqiu, deputy secretary of Huaihua Municipal Party Committee and mayor of Huaihua Municipal Government, presided over a video scheduling meeting for flood prevention and disaster relief throughout the city. Li emphasized the need to deeply study and implement general secretary Xi Jinping’s important instructions on flood prevention and disaster relief, conscientiously implement the deployment requirements of the provincial party committee and government, quickly take action, strictly implement various responsibilities, and make every effort to have flood prevention and disaster relief. Other leaders Huaihua Municipal Government such as Yin Peiguo, Du Dengfeng, and Ma Yuan attended the meeting.
The meeting attendants firstly studied the spirit of the recent meetings of the provincial government on flood prevention and disaster relief, and then listened to reports on relevant situations from related departments of meteorology, hydrology, water conservancy, and emergency management. Li discussed the flood prevention situation with everyone present and made video connections to various counties, Hongjiang city and Hecheng district to gain a detailed understanding of the local flood prevention and disaster relief.
Li emphasized the need to always remember “to take precautions before they occur”, always tighten the string of flood prevention and disaster relief, further enhance awareness of danger, responsibility, and risk, resolutely overcome numbness and luck mentality, estimate the situation more complex, be prepared for hard and long-lasting situation, and resolutely prevent unexpected disasters from happening in invisible places. Li highlighted that the departments and personnel concerned need to strengthen consciousness of material preparation, and should do a good job in all aspects of work by implementing the "AB position" duty and adhere to around-clock duty system according to the requirements of the third level emergency response. The leaders from the municipal government and those from the local authorities of all counties, Hongjiang city and Hecheng district should also follow this system. Related cadres must carefully inspect the storage, use, and maintenance of emergency materials and equipment during their supervision, and local authorities should promptly supplement and improve materials and equipment if necessary.
Li added that all departments and personnel concerned should strengthen the response system and response mechanism, carefully summarize the experience of the "631" warning and forecasting response system, as well as the yellow, orange, and red warning response mechanism. Duty personnel should strictly implement their responsibilities for telephone calls, and all levels and departments concerned must respond promptly to relevant information, strengthen personnel evacuation and transfer if necessary. They should strengthen the monitoring and inspection of geological hazard in hidden danger points, monitor high-risk areas such as mountains, slopes, waters, and cliffs in real time, and improve risk avoidance and transfer plans. People shall be transferred in strict accordance with the requirements of "Four Unifications", the people's life shall be properly settled, and the people shall not return home without authorization within 24 hours after a rainstorm. They should strengthen the regulation of key reservoirs, further refine the scheduling plans for reservoirs of different levels and safety conditions, implement empty operation of dangerous reservoirs, increase the frequency of embankment inspections and tree cutting to ensure the safety of reservoirs; they should strengthen the defense against flash floods and urban waterlogging, study and formulate a response plan for sudden mountain torrents causing waterlogging in urban areas, strengthen the management and protection of urban flood control and waterlogging drainage facilities, pay close attention to the upstream water regime and rainfall, and strictly prevent the overlapping risk of watershed floods and regional rainstorm.
