On the morning of June 11th, during the special coordination meeting for the regional cooperation of Huaihua International Land Port, Li Chunqiu, Deputy Secretary of the Municipal Party Committee and Mayor, emphasized the importance of thoroughly studying and implementing the spirit of General Secretary Xi Jinping's important speech and instructions during his inspection of Hunan. He stressed the need to earnestly carry out the decisions and arrangements of the Provincial Party Committee and the Provincial Government. Li Chunqiu insisted on "strengthening the body and health" and "integrating internal and external efforts," and committed to fully promoting regional cooperation to a higher level. It is necessary to further consolidate the foundation and strengthen support, closely integrate and deepen collaboration, and focus on resolving the "growing pains." Efforts should be made to continuously enhance the attractiveness, influence, and competitiveness of the Huaihua International Land Port.
Li Chunqiu emphasized the need to "strengthen the body and health." The Huaihua International Land Port Economic Development Zone and Huaihua International Land Port Company should fully draw on the advanced operational experience of Yueyang Guansheng Investment Development Company. They are encouraged to explore and innovate in trade cooperation, industrial investment, and operational management, and to accelerate the pace of market-oriented transformation. It is important to optimize the structure by reshaping the company's organizational system, integrating resources and functions, refining and specializing in niche areas, and continuously improving market competitiveness. Furthermore, it is essential to improve mechanisms by focusing on perfecting research, consultation, and coordination mechanisms, and to promptly coordinate and resolve difficulties encountered in the construction and development of the land port. Talent recruitment and intelligence introduction should be prioritized by creating a green channel for the specialized talents urgently needed to achieve the goal of "becoming significant in three years and a benchmark in five years," and by intensifying efforts to attract such talents. Additionally, it is necessary to enhance platforms by focusing on the needs of Huaihua and its surrounding areas, building foreign trade platforms, exploring foreign trade business, fully leveraging the guiding role of the land port industrial development fund, and promoting the diversified, specialized, and industrialized development of the export-oriented economy.
Li Chunqiu emphasized the importance of "integrating internal efforts with external collaboration." It is crucial to conduct thorough research on the domestic market, deepen the docking and cooperation with brother cities and provinces within the province, and actively serve the overall high-level opening-up strategy of the province. Efforts should be made to strengthen exchanges and cooperation with relevant domestic and international enterprises, ports, and border ports, aiming to increase the number of "sister ports" and expand the "circle of friends." It is also important to enhance communication and coordination with railway departments in Guangzhou, Nanning, Kunming, and others, to seek greater support for reduced freight rates. Relevant municipal departments must take the initiative to enhance their reporting to the Provincial Finance Department, Provincial Commerce Department, and Provincial Development and Reform Commission, and make every effort to obtain support from higher-level authorities.
