On the morning of June 9, Xu Zhongjian, secretary of the CPC Huaihua Municipal Committee, presided over a scheduling meeting on emergency duty during the Dragon Boat Festival holiday to extend best wishes to the cadres and staff working on the ground on behalf of the CPC Huaihua Municipal Committee and Huaihua Municipal Government. He stressed that it is of necessity to put into practice the idea of people-centered development, place the people and their lives above all else, resolutely shoulder the political responsibility of maintaining security and stability, and devote great energy to security and stability with heart and emotion, so as to ensure the overall social harmony and stability of Huaihua city. Municipal leaders Li Weilin and Yin Peiguo were present in the meeting.
After listening to the work report on emergency duty of Huaihua City during Dragon Boat Festival holiday and the relevant reports of relevant departments of various counties (cities, districts) and cities directly under the municipal government, Xu Zhongjian pointed out that during the Dragon Boat Festival, there was an increase of tourists and group activities, as well as a sharp increase in the flow of people, cars, and logistics, and besides, it is now the main flood period, and coincides with the college entrance examination, resulting in the arduous task of security and prevention. All departments at all levels in the city should resolutely shoulder the political responsibility of maintaining security and stability, further enhance their vigilance, tighten the string of security and stability at all times, and spare no efforts to ensure security and stability related to all kinds of work with a sense of responsibility of “not staying assured all the time”, ensuring the safety of people’s lives and property and the harmony and stability of the overall social situation.
Xu Zhongjian stressed the need to further bolster identification and remove of hidden dangers and effectively prevent the occurrence of various accidents related to safety. Close attention should be paid to key areas and weak links such as hazardous chemicals, non-coal mines, geological disasters, fire safety, fireworks and firecrackers, road traffic, industrial production, and drowning accidents, and we will comprehensively deal with hidden dangers in the area under our jurisdiction to ensure perfect safety. We will strengthen the overall prevention and control of public security, and continue to step up efforts to crack down on seriously violent crimes, “pornography, gambling, drugs”, and other crimes. At present, as dragon boat races are being held in many places one after another, we should be well prepared and go all out to improve the management of the whole process, such as on-site organization and order maintenance, so as to ensure safety and order. In response to the extreme weathers, we will take solid steps to make preparations for floods, droughts, risks and disasters, ensuring that dikes and dams do not break, that group deaths and injuries do not occur, that there are no difficulties in providing enough drinking water to people and livestock, and that we can win the battle against flood and drought.
Xu Zhongjian underscored the necessity of further strengthening organizational leadership; strictly following the principles of “Three Manages and Three Musts” and “whoever is in charge is responsible”, we will see to it that leaders and cadres should fulfil their responsibility of “Two Duties for One Post” and that local governments should perform their own duties of management, of industrial regulation and of enterprise entities. It is necessary to strictly implement the duty system under the leadership and round the clock service duty, maintain a state of rapid emergency response at all times, and strictly carry out the work system of emergency duty and information reporting, so as to make sure that in the event of an emergency, it can be reported and dealt with as soon as possible. It is necessary to strengthen supervision and handling, and seriously hold accountable those who fail to perform their responsibilities, resulting in serious consequences.
