On the afternoon of June 17th, Xu Zhongjian, secretary of the Huaihua Municipal Party Committee, supervised and inspected the flood prevention and disaster reduction, as well as the operation of river chief system in Hongjiang District and Hongjiang City. Xu emphasized the need to deeply study and implement general secretary Xi Jinping’s important instructions on disaster prevention, reduction, and relief, by adhering to the principle of putting the safety of people’s lives and property first. All the personnel and departments concerned should, with a strong sense of responsibility, comprehensively investigate and prevent geological disasters and flood risks, so as to achieve a safe and stable flood season. Other leaders from Huaihua Municipal Government such as Li Weilin and Du Dengfeng participated in the inspection.
At a potential landslide point in Litouzui Community, Yuanjiang Road Street, Hongjiang District, Xu inspected the geological hazard. He stressed great efforts should be paid to, by combining civil and technical preventive measures, effectively strengthen the inspection and risk control of geological hazard at potential landslide points, so as to have quick, effective, and scientific response in case of disaster and to quickly evacuate the public from danger.
At a potential landslide point on the north side of Yaowang Temple in Yuliang Village, Guihuayuan Township, Xu inspected the potentiality of mountain collapse and emergency response. He emphasized the need to effectively carry out safety protection and safety inspections, set up warning signs in collapsed areas in a timely and scientific manner, assign dedicated personnel to be on duty, closely monitor changes in dangerous points, and respond promptly to possible emergencies at any time. At the same time, while ensuring construction safety, efforts should be made to clean up the collapsed roads and restore traffic as soon as possible.
Arriving at the sandbar on the right bank of Xiuzhou Village in Anjiang Town, Hongjiang City, Xu inspected on site the rectification of the illegal stacking of sand and gravel, abandonment of construction waste in the Yuanchen Channel dredging project. He highlighted the need to firmly shoulder the political responsibility of “guarding the clear waters of a river”, effectively implement the river chief system, take real actions to rectify problems, crack down on illegal sand mining and indiscriminate disposal of construction waste in accordance with the law, and effectively do a good job in river and lake management and protection.
During the supervision, Xu stressed that since rainstorm, or even heavy rainstorm, often occurs across most parts of Huaihua prefecture in such a flood season, all departments at all levels should strengthen awareness of flood prevention, emergency rescue and disaster relief and take all flood control measures in place with a strong sense of responsibility. The main leaders concerned should take the lead in conducting inspections, identifying risks, and supervising the implementation of preventive measures; particularly, surveillance measures must be strictly implemented on key areas. Once a dangerous situation occurs, we must evacuate the mass as soon as possible. We need to strengthen meteorological forecasting and early warning, consultation and analysis, closely monitor the dynamic changes of rainfall and water conditions, and effectively strengthen the prevention and response to severe convective weather such as short-term heavy rainfall. We must adhere to the system of leading cadres on duty and effectively fulfill our responsibilities in “keeping our territory safe”.
