At 7:30 am on November 27, Zhang Qiusheng, an information collector, came to Longping Avenue to start his patrol. On the sidewalk at the entrance of a garage, a public manhole cover was found to be damaged. Zhang Qiusheng took photos of the problem found through the mobile terminal and uploaded it to the “Smart Urban Management” platform; then, the platform sent the problem to the responsible department timely for solution. After the problem was resolved, the collector checked it correctly on the spot and closed the case after submitting it to the platform for examination, forming a closed-loop mechanism for addressing urban management problems.

“It takes less than three hours from finding the problem to solving it, which is really effective.” The responsible person whose surname is Qin said that there was also a damage of the manhole cover here a few years ago. The problem was not solved in time after it was reported to the relevant departments, resulting in vehicles unable to enter the garage for maintenance, which not only had hidden safety dangers, but also affected the business of the garage.“Through the platform, the problem has been dealt with quickly, fostering a good business environment for the operators.”

Zhang Qiusheng, an information collector, told the reporter that the information collector was responsible for reporting the city appearance, order, safety, and other issues affecting the operation of the city to the platform as soon as possible. And such problems as the loss of manhole covers, random parking of vehicles, damaged roads, unclean roads, road occupation, private construction, random posting of small advertisements, and so on, are the scope of their inspection.

The ultimate goal of urban governance is to make up for the weakness of the people’s livelihood, to serve the urban residents, face the concerns of the people directly, or rather, to help people out of troubles and worries, and go deep into the specific life scenes of the common people in response to the “pain points” of people’s livelihood in the way of “nourishing everything quietly”, and, with the help of the Platform, an important contributor to the improvement of business environment, the urban problems like sanitation, order, landscaping, facilities and others are supposed to be addressed in time, boosting city-dwellers’ sense of fulfillment and happiness.

Since the beginning of this year, Huaihua Municipal Management & Command Center has made efforts to tackle problems from details as soon as the problems emerge. So for, a total of 132,317 cases have been collected, 115,309 of which should be solved, and 101,022 of which have been solved, with the problem resolution rate being 87.61%.
