Li Chunqiu pointed out that on October 12th, the promotion meeting for the creation of nominated national civilized cities in Huaihua sounded the call for the city to sprint towards the goal. For over a month, the work responsibilities of all levels and departments have been strengthened layer by layer, and special rectification has been carried out simultaneously. The grassroots foundation has been continuously strengthened, and the atmosphere of creation has become increasingly strong. It is a must to maintain the sobriety, and with the determination do a good job in all aspects of civilization creation.
Li emphasized the need to fully mobilize and fight back, using the hardest measures to fill the gaps and improve quality and efficiency. The evaluation points should be checked for omissions and filled in. By comparing the evaluation standards, it will implement rectification measures item by item, ensure clear inventory, and comprehensively improve the quality and efficiency of the creation work. The rectification campaign must have immediate results. On the basis of addressing problems and implementing reforms, it will concentrate personnel and energy on infrastructure construction, traffic order improvement, and urban environment improvement to ensure a significant improvement in the appearance of the urban area. The promotion and mobilization should be fully covered. It requires to solidly carry out the work of joint construction and questionnaire surveys, widely mobilize public participation, and form a strong atmosphere of “speaking civilized words, doing civilized things, being civilized people, and creating civilized cities”.
Li also emphasized the strong responsibility to unite and implement. It is a must to tighten the chain of responsibility and adhere to joint innovation between the upper and lower levels, block by block, and urban-rural areas. It needs to strengthen the work force. Each unit in the urban area should recruit capable personnel to the front line of creative and cultural development. The overall head of the responsible unit at each evaluation point should fully perform their duties and coordinate scheduling. Units at the city and district levels in the community (urban villages) should organize and allocate resources as much as possible to sink into the community. Strict supervision and accountability should be carried out for those who fail to implement their work effectively or fail to fulfill their duties and responsibilities.
