On the morning of November 17th, 2023, Xu Zhongjian, Huaihua Municipal Party Secretary presided over a special meeting to study the construction of regional consumption center cities. He emphasized the need to conscientiously implement the speech requirements of Hunan Provincial Party Secretary Shen Xiaoming during his research in Huaihua, adhere to problem orientation, grasp key points, make precise and continuous efforts, in order to improve cohesion, radiation, and competitiveness, and accelerate the construction of a regional consumption center city. City leaders Li Weilin, Hu Heping, and Yu Jianyong respectively participated in the meeting.
Prior to the meeting, Xu conducted on-site inspections of relevant situations at Huaihua Tongcheng Commercial Plaza, International Trade City, Bubugao Central Plaza, Hemingzhou, and other places. At the meeting, they listened to relevant work reports and studied and determined relevant matters.
Xu pointed out that Shen Xiaoming, the Secretary of Hunan Provincial Party Committee, accurately “checks the pulse and opens the way” for the construction of Huaihua as a central city in the five provincial border areas, emphasizing the importance of building a regional consumption center city as an important breakthrough. All levels and departments in the city should unify their thinking and accelerate the construction of regional consumption centers.
Huaihua has the foundation, conditions, and opportunities to build a regional consumption center city, but its cohesion, radiation, and competitiveness are not strong enough. It should focus on top-level design, prioritize direction and positioning, integrate ethnic characteristics, regional culture, and ASEAN elements, adhere to high starting point planning and step-by-step implementation, and adhere to the integrated planning and construction of Hecheng-Zhongfang. To improve consumer supply, it is a must to further expand new categories of consumption, enrich new forms of consumption, innovate new consumption models, form new centers of consumption, continuously enhance cohesion, radiation, and competitiveness, attract more people to stay in Huaihua, not only to increase “traffic” but also to increase “retaining”. To enhance the popularity of the city, it should learn from good practices and experiences from other places, open up work ideas, innovate and plan a number of internet celebrity points, check-in points, and landmark points, and form a core brand. To accelerate the construction of core business districts, the current focus is on promoting the construction of related projects such as the Central Business District of Huaihua Railway Station, the High Speed Rail New City Area Business District, the International Land Port Professional Market Business District, and the Cultural and Tourism Transformation of the Sports Center Area, the Cultural and Tourism Transformation of the Hemingzhou Area, and the Wushui International Leisure Resort Greenway.
Xu emphasized the need to pool work force and promote the implementation of tasks. It is a must to quickly formulate the implementation plan for the construction of regional consumption center cities, and clarify the market entities for project construction. Special teams should be established for each project, led by municipal leaders, and coordinated with relevant municipal departments such as the Municipal Development and Reform Commission, the Municipal Bureau of Commerce, the Municipal Bureau of Culture, Tourism, Sports, and Tourism, as well as Hecheng District, Zhongfang County, and Huaihua International Land Port Economic Development Zone, to strengthen factor guarantee and fully promote implementation.
