Priority will be given to the development of refined and deep processing of grain and oil, livestock meat processing, fruit and vegetable processing, beverage manufacturing, refined tea processing and other industries. The sown area of grain stabilizes at over 4.8 million mu (320,000 hectares), with an annual output stable at over 1.8 million tons. About 4 million pigs, 0.2 million beef cattle, 0.91 million mutton sheep, 37.5 million poultry are sold annually, and the annual egg output has reached 16,500 tons. Specifically, citrus covers an area of 1,464,000 mu (97,600 hectares), with an annual output of about 1.8 million tons, of which the candy orange base covers an area of 665,000 mu (44333.3 hectares), and the navel orange base covers an area of 260,000 mu (17,333.3 hectares); fresh fruit covers an area of 867,000 mu (57,800 hectares), with an annual output of 810,000 tons. The planted area of green ecological tea gardens has reached 0.263 million mu (17,533 hectares) and their annual tea output has totaled 16,200 tons. The city ranks first in Hunan Province in terms of both the planting area and output. Meanwhile, it is also the second largest tea oil production area in the province, with a 2.45-million-mu (163,333.3 hectares) tea-oil camellia forest which produces 18,000 tons of tea oil.

As at the end of 2021, the city has 147 agricultural industrial parks above the municipal level, including one national modern agricultural industrial park, 80 provincial agricultural industrial parks (two provincial modern agricultural industrial parks and 78 provincial modern agricultural characteristic industrial parks), and 66 municipal modern agricultural characteristic industrial parks, as well as five provincial high-quality agricultural product supply bases. The city has four national key leading enterprises in agricultural industrialization (including Busky Pharmaceutical and Huinong Logistics), 61 provincial leading enterprises, and 4,721 agricultural product processing enterprises, with a sales revenue of over RMB80 billion in 2021. 65 enterprises in the city have been identified as the vegetable production base for the Guangdong-Hong Kong-Macao Greater Bay Area.
