    Several Provisions on the High-Quality Development of the Citrus Industry in Huaihua City adopted and set to take effect on March 1, 2026

    Several Provisions on the High-Quality Development of the Citrus Industry in Huaihua City (Hereinafter referred to as the Provisions) was adopted and set to take effect on March 1, 2026. It is reported that this is the first local regulation in our city specifically targeting industrial development.

    Since the Provisions were included in the legislative agenda, some special members were chosen from the Legal Affairs Committee of the Huaihua Municipal People’s Congress, the Agricultural Affairs Committee of the Huaihua Municipal People’s Congress, and Huaihua Municipal Bureau of Agriculture and Rural Affairs,  to form a special group for a legislative task. On April 22, 2025, the 23rd session of the Standing Committee of the 6th Huaihua Municipal People’s Congress deliberated the proposal submitted by the Huaihua Municipal People’s Government regarding the “Provisions”. On June 26, the 24th session of the standing Committee conducted the second deliberation. On October 24, the 26th session of the Standing Committee held the third deliberation and voted to pass the “Provisions”, which were subsequently submitted to the Hunan Provincial People’s Congress Standing Committee for approval in accordance with statutory procedures.

    In the process of legislation, Li Wanqian, secretary of the Party Leadership Group and director of the Standing Committee of Huaihua Municipal People’s Congress, and Huang Xuehong, member of the Party Leadership Group and deputy director of the Standing Committee of Huaihua Municipal People’s Congress,  listened to the reports on the legislation, deliberated on revisions, and coordinated relevant arrangements. The Legislative Affairs Commission of the Standing Committee of Huaihua Municipal People’s Congress organized multiple thematic symposiums, departmental consultation meetings, legislative hearings, legislative coordination meetings, and expert workshops and etc. Written opinions were solicited from representative liaison stations at various levels and the legislative outreach points at the grass-roots level. Meanwhile, public feedback was widely gathered through the official website and social media accounts of the Huaihua Municipal People’s Congress, as well as via Huaihua News Network and other channels. Since the initial review of the provisions, the Legislative Affairs Commission has revised the draft nearly 30 times, adopting opinions or suggestions from all parties to the greatest extent possible, thereby pooling collective consensus and wisdom.

    The Provisions are designed to promote the high-quality development of the citrus industry in Huaihua City. Adopting a “small, quick, and flexible” approach to legislation, the text consists of 18 articles without chapters or sections. It is problem-oriented and focused on addressing practical issues, making specific provisions in the following areas: liabilities and responsibilities, industry self-regulation, autonomous management and socialized services, germplasm resource protection, quality up-grading, high-standard base development, prevention and control of major pests and diseases such as citrus greening disease, quality and safety, harvesting and processing, citrus sales, public regional brand building, technical and talent support, financial guarantees, complaint and reporting mechanisms, and legal responsibilities.
