In November, the thriving scene of the Huaihua International Land Port (Cross‑border) E‑commerce Industrial Park has drawn growing attention, as high‑quality enterprises leverage precise market positioning and strong local policy support to achieve rapid development.

At the operation center of Hunan Haiyue E‑commerce Co., Ltd., Manager Liu Yang watched the screen as he reviewed the latest order data from Africa. “This is an order from Ghana. Orders for timber cutting machines and energy storage equipment are rising again,” Liu said, pointing at the monitor. “Our monthly order volume has now exceeded 10,000, with monthly transaction value topping 10 million yuan. Transaction value for the first nine months rose 130% year‑on‑year.”

“Our results reflect both a precise strategy for the African market and the advantages of the Huaihua International Land Port,” Liu recalled. When the company decided to make Africa a core market, it worried about high logistics costs and long delivery cycles. “But things are different now. Huaihua’s freight rates have been reduced, saving a lot per standard container and giving us a stronger price advantage,” he said with a smile. “We also plan to build an overseas warehouse in Ghana by 2026 to integrate storage, logistics and distribution, which will speed up deliveries and improve customer service.”

Huaihua Zhuoxiao Technology Co., Ltd. is also enjoying vigorous growth. Company head Yang Lixiang was discussing recent sales figures with his team as sales curves for products such as Chayan Yuese tea bags climbed steadily on the screen. “By the end of September this year the company’s GMV exceeded 200 million yuan, a modest increase over the same period in 2024,” Yang said. Daily household goods and food are the company’s sales strengths; Chayan Yuese tea bags reached 2 million yuan in sales over 30 days, while seasonal fruit and primary agricultural products have become best‑selling items.

“We can bring Hunan’s products to broader markets thanks to the park’s services and support,” Yang said, especially highlighting local policy. “Huaihua’s Ten Measures to Accelerate High‑Quality Development of Cross‑border E‑commerce has been a great help.”

Policy support has given enterprises solid backing. The Ten Measures to Accelerate High‑Quality Development of Cross‑border E‑commerce in Huaihua provides substantial assistance across multiple dimensions, including support for traditional enterprises’ transformation and upgrading, cultivation of cross‑border e‑commerce service providers, platform entry subsidies, and provision of low‑cost operating spaces.

Liu also noted the practical conveniences created by these policies. “When we ran our independent websites we faced many operational challenges. Now we have professional guidance and marketing subsidies, allowing us to focus more on product R&D and market expansion, and to do a better job promoting Huaihua specialty products overseas.”

A more complete matrix of park service providers has injected fresh momentum into enterprise development. In August 2025, Hunan Jiangzuomeng Network Technology Co., Ltd., a local channel partner of Alibaba International Station, officially entered the park and became an important “booster” for company growth. “Relying on Alibaba International’s global resources and digital operations capabilities, we provide full‑process services, namely platform entry, store operation and traffic optimization, to Huaihua’s e‑commerce companies. We have served more than 300 enterprises and 18 have formally signed contracts,” said company head Yang Xianglin.

Yang said Huaihua’s advantages in transportation, labor, customs clearance and logistics can save companies about 20% of comprehensive costs, a major reason many luggage and e‑commerce firms choose Huaihua. “Through professional services we hope to help more Huaihua companies connect cross‑border trade chains and improve their competitiveness overseas.”

Currently the park hosts 23 enterprises. From January to September the park recorded transactions of 800 million yuan, a 13‑fold year‑on‑year increase. Cross‑border e‑commerce transactions reached 230 million yuan, a 24‑fold year‑on‑year rise.

The park is pushing ahead with an application to be designated a provincial‑level cross‑border e‑commerce industrial park. Tan Ya’an, one of the managers of the part, said the park will continue to leverage its platform advantages to attract more enterprises and professional service providers, further promoting the scale‑up and high‑quality development of Huaihua’s cross‑border e‑commerce industry.

“We are confident we can build the park into an important base for Chinese brands going overseas and a new engine of Huaihua’s economic growth,” Tan Ya’an said firmly. “Huaihua is welcoming a broader development future.”

With a whole‑chain empowerment model, the Huaihua International Land Port (Cross‑border) E‑commerce Industrial Park is writing a new chapter in cross‑border e‑commerce. It is not only fertile ground for enterprise growth but also a beacon for Huaihua’s economy. As more companies move in and policies continue to take effect, the park will contribute more to local economic growth.
