Ride the tide, forge ahead and elevate high-quality development to a new level
Keeping the instructions firmly in mind and undertaking the mission, we set sail with full vigor to embark on a new journey. From December 2 to 3, the 10th Plenary Session of the Sixth Committee of the Communist Party of China in Huaihua City was held. The plenary session thoroughly studied and implemented the Spirit of the Fourth Plenary Session of the 20th Central Committee of the Party, earnestly implemented the Spirit of the Ninth Plenary Session of the 12th Provincial Party Committee, listened to and discussed the work report of the Standing Committee of the Municipal Party Committee, and reviewed and approved the "Proposal of the Huaihua Municipal Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for the National Economic and Social Development of Huaihua City" and the "Resolution of the 10th Plenary Session of the Sixth Committee of the Communist Party of China in Huaihua City."
This is a strategic blueprint grounded in action and diligence, and a clarion call to set sail toward new horizons. As a significant milestone, the convening of this meeting is of milestone significance serves to further mobilize the broad masses of cadres and citizens across the city to anchor their goals, ride the momentum, and continue striving with unwavering determination, thereby propelling our city toward high-quality development during the 15th Five-Year Plan period.
The Fourth Plenary Session accurately assessed the historical position of China's development, conducted an in-depth analysis of both international and domestic situations, clarified the guiding principles and primary objectives for economic and social development during the "15th Five-Year Plan" period, and outlined a grand blueprint for development over the next five years. It served as another comprehensive mobilization and strategic deployment to build on the momentum and advance the modernization drive of China in a continuous manner. Studying and implementing the spirit of the plenary session represents a major political task for the entire Party and the whole nation both at present and in the period ahead. We must deeply grasp the core essence of the plenary session, unify our thinking and actions with the decisions and arrangements of the Party Central Committee, translate the grand blueprint into concrete "implementation plans," and ensure that the spirit of the plenary session takes root and yields fruitful outcomes in the land of Wuxi.
Years engrave the journey of forging ahead, and solid work builds development achievements. The 14th Five-Year Plan Period was extremely unusual and extraordinary five years in Huaihua's development. Under the strong leadership of the Hunan Provincial Party Committee and the Hunan Provincial Government, the whole city thoroughly implemented the Spirit of General Secretary Xi Jinping's important speeches and instructions during his inspection in Hunan, firmly focused on the grand blueprint of "Three Highlands and Four New Missions", further advanced the "Five New Initiatives and Four City Orientations" strategy, and rose to the challenge of "second entrepreneurship". Seizing opportunities, overcoming difficulties and forging ahead, Huaihua withstood the severe impact of the century-long pandemic, effectively coped with the downward economic pressure and the impact of historically rare rainstorms and floods.
The regional GDP exceeded the 200 billion yuan mark, the growth rate of fixed asset investment ranked first in the province for three consecutive years, and Huaihua International Land Port achieved the "Three Thounsands" target ahead of schedule. The "5+10" modern industrial system took initial shape, remarkable progress was made in the integration of Hezhong area, and brands such as "Blessed Huaihua, As Warm As Home" gained widespread reputation, continuously enhancing the people's sense of fulfillment and happiness.
The 15th Five-Year Plan period is a crucial phase for laying a solid foundation and making all-out efforts to basically realize socialist modernization. It is also a pivotal stage for the whole province to stay committed to the grand blueprint of Three Highlands and Four New Missions and strive to write a Hunan chapter in advancing Chinese path to modernization, as well as a critical period for our city to carry forward the second entrepreneurship and accelerate catch-up development. In this period, development opportunities coexist with risks and challenges.
Standing at this new historical juncture, we must unite as one, forge ahead with enterprise, and take on responsibilities with concrete actions. We will continue to implement the Five New Initiatives and Four City Orientations strategy, speed up the construction of Huaihua into a regional central city at the junction of five provinces (Hunan, Hubei, Chongqing, Guizhou and Guangxi), and propel the high-quality development of Huaihua to a new level.
Actions are the loudest declaration, and solid work is the most solid footnote. The key to doing a good job in all tasks during the 15th Five-Year Plan period lies in earnest and down-to-earth work, as well as overcoming difficulties and obstacles. We must further align our thinking and actions with the Spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, earnestly implement the deployment requirements of the Ninth Plenary Session of the 12th Hunan Provincial Party Committee, maintain firm strategic resolve, seize historical opportunities, ride the tide of the times, and brave the waves of development.
What the people aspire for is what the government strives for. We must always adhere to the people-centered philosophy of development, uphold the principle of pursuing development for the people's benefit, and deliver tangible results in improving people's well-being. With the construction of a regional hub for education and healthcare as the key focus, we will wholeheartedly address the people's most pressing concerns in areas such as education, healthcare, elderly care and childcare. We will ensure that the fruits of development benefit all residents of the city more extensively and equitably, and truly transform the people's well-being agenda into a happiness ledger for the general public.
Reform generates momentum, and opening-up aggregates potential. Faced with the new development situation, only by breaking through barriers through reform and forging new horizons via opening-up can we seize the initiative and prevail in the future.
We must be good at using reform as the "key move" to remove development bottlenecks. With the perseverance to hammer away until a task is done (the "nail-driving spirit"), we will steadily advance reforms in key areas, break down institutional and mechanistic barriers, and unleash endogenous driving forces for development.
We should proactively align with and integrate into national major strategies, firmly grasp historical opportunities, and build the International Land Port into a strategic fulcrum radiating both domestic and foreign markets and connecting the world. We will continue to deepen practical cooperation with regions such as ASEAN and Africa, steadily expand institutional opening-up, and strive to be a trailblazer in the new development paradigm.
Based on our regional advantages, we will further deepen practical cooperation with adjacent areas in Hunan, Hubei, Chongqing and Guizhou, transform our geographical hub into a development hub, and seek synergy and momentum from regional cooperation.
He who plans for the overall situation can accomplish great things; he who focuses on the key links can break new ground. To do a good job in the four key areas of "port, industry, city and tourism", we must promote them in a holistic manner with a systematic mindset and ensure coordinated development across the whole city.
We should fully enhance the hub capacity of the land port to strengthen the engine of opening-up; accelerate the construction of a modern industrial system to consolidate the foundation of the real economy; deepen the integration of the Hezhong area under the concept of "building an integrated city" to expand development space; and advance the in-depth integration of culture and tourism to build a first-class national tourist resort.
Only by focusing on the key priorities and making targeted efforts can we transform our distinctive advantages into developmental strengths, accelerate the pace of high-quality development, and create a new momentum for the opening stage of the 15th Five-Year Plan period.
Safety is the cornerstone of development, and development is the guarantee of safety. We must firmly establish a bottom-line mindset, enhance a sense of urgency, coordinate the two major tasks of development and safety, balance the rhythm between "accelerator" and "brake", learn to "walk with a basin of water in hand" (meaning to advance steadily while maintaining balance and prudence), effectively improve risk prevention and control as well as emergency response capabilities, and ensure that the ship of development sails steadily amid storms.
The key to advancing Huaihua's undertakings lies in the Party and in the people. We must uphold and strengthen the Party's overall leadership, further advance comprehensive and rigorous Party self-governance, and guide high-quality development with high-quality Party building. We need to cultivate a contingent of high-caliber officials who are loyal, upright and responsible, pool the tremendous strength of the whole city for pursuing development and entrepreneurship, and provide the most solid political and organizational guarantees for turning the grand blueprint of the 15th Five-Year Plan into a beautiful reality.
We have traveled through thousands of mountains and rivers, yet we still need to climb more peaks and cross more rivers. The extraordinary achievements of the 14th Five-Year Plan period have laid a solid foundation for Huaihua's high-quality development. Looking ahead to the 15th Five-Year Plan period, the people of Wuxi (the five river basins in Huaihua) are full of confidence and fighting spirit.
Let us unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, forge ahead with enterprise, take on responsibilities through solid work, firmly focus on the grand blueprint of "Three Highlands and Four New Missions", continue to vigorously implement the "Five New Initiatives and Four City Orientations" strategy, and accelerate the construction of Huaihua into a regional central city at the junction of five provinces (Hunan, Hubei, Chongqing, Guizhou and Guangxi).
