On the afternoon of November 20, the municipal foreign trade work breakthrough and business entity cultivation project promotion meeting of Huihua was held. Wei Zhaohui, Deputy Secretary of CPC Municipal Committee and Acting Mayor of Huaihua, attended and emphasized that it is necessary to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, boost morale and confidence, go all out to achieve the annual goals and solidify the foundation for foreign trade development during the 15th Five-Year Plan period. Municipal leaders Yin Peiguo and Hu Heping participated.
The meeting conveyed the spirit of the provincial teleconference on stabilizing foreign trade, foreign investment, and expanding consumption. The Municipal Bureau of Commerce and the Municipal Market Supervision Bureau respectively reported on the city's foreign trade work and the progress of the business entity cultivation project. Relevant municipal departments and counties (cities, districts) also delivered speeches.
Wei Zhaohui emphasized that departments at all levels should raise their awareness and fully recognize the significant importance of doing a good job in opening up and foreign trade. They must face the problems head-on, accurately grasp the current situation of the city's foreign trade, and earnestly enhance their sense of urgency, responsibility, and mission to do their utmost to ensure the success of opening up and foreign trade.
Wei Zhaohui stressed the need for multiple measures to reverse the unfavorable trend of negative growth in foreign trade. He emphasized focusing on tapping the potential of existing resources and guiding manufacturing enterprises to participate in export trade. He stressed leveraging platforms and encouraging state-owned enterprises to seize the year-end peak consumption season to conduct import trade of ASEAN fresh produce, tropical fruits, and other consumer goods. He stressed ensuring direct policy support and fully supporting enterprises to participate in exhibitions and meet their needs for technological upgrades. He stressed the importance of implementing responsibilities, with departments such as commerce, customs, taxation, development and reform, and industry and information technology, and establishing special teams to provide on-site services and help enterprises solve their problems.
Wei Zhaohui emphasized the need for early planning and swift action to solidify the foundation for foreign trade development during the 15th Five-Year Plan period. This includes: developing a high-standard plan for high-quality development of foreign trade and economic cooperation during the 15th Five-Year Plan period; issuing a supportive policy for foreign trade and economic development; implementing a major project to cultivate export-oriented enterprises; nurturing leading enterprises; and building export bases and specialized export-oriented processing bases and industrial chain clusters, with the purpose of strengthening the fundamental support for foreign trade development.
Wei Zhaohui also stressed the importance of efficiently cultivating business entities, paying close attention to the cultivation of newly regulated and statistically significant enterprises, improving the tiered cultivation system for enterprises, increasing investment attraction efforts, optimizing service guarantees, encouraging enterprise innovation, and guiding enterprises to cluster and develop collectively.
