    Wei Zhaohui makes inspection tour in Chenxi County

    On November 23, Wei Zhaohui, deputy secretary of the municipal Party committee and acting mayor, delivered a study session on the spirit of the Fourth Plenary Session of the 20th CPC Central Committee in Chenxi County and inspected local economic and social development. She stressed the need to thoroughly study and implement the plenary session’s decisions, conscientiously carry out the deployments of the provincial Party committee and provincial government as well as the work requirements of the municipal Party committee and municipal government, develop local advantageous and distinctive industries according to local conditions, and make new contributions in the county’s “second entrepreneurship” drive.

    At the Southern Electronic Information Industrial Park in Chenxi County, Wei sat down with park employees to discuss how to learn from and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee. Drawing on changes in the international environment and China’s national conditions, she focused on explaining the historical positioning of China’s development during the 15th Five‑Year Plan period, the situation facing the development of an open economy, and the practical requirements for steadily expanding institutional-level opening-up. She noted that the plenary session made a strategic deployment to “expand high‑level opening-up and create a new pattern of win‑win cooperation,” and urged enterprises to maintain strategic resolve, strengthen technological innovation, accelerate digital empowerment, optimize market layout, and guard against risks so as to raise market share with new technologies and new products that embody stronger core competitiveness.

    Visiting Hunan Xulian Technology Co., Ltd. and Hunan Yunjian Group Co., Ltd., Wei inquired in detail into the companies’ production, operations and innovation progress. At Aiguo Village in Xiaoping Town and at the Chenxi pumped‑storage hydroelectric station, she reviewed project planning and construction and supervised work on production safety and ecological and environmental protection.

    After hearing a report on Chenxi’s economic and social development, Wei said Chenxi is a major industrial town, an important military‑industrial base, a resource‑rich county and an emerging cultural‑tourism destination, with a solid foundation for development but also pressure to transform. As the city approaches the end of the 14th Five‑Year Plan and prepares the layout for the 15th Five‑Year Plan, she said it is a critical period to complete this year’s targets and to plan ahead. Chenxi should focus on annual targets, fully tap potential, turn existing assets into new growth, and maintain a bottom line of safety and stability, thereby contributing more to Huaihua’s high‑quality development.

    Wei called for strengthening spatial repositioning and optimizing transport layouts by accelerating the construction of an integrated road‑rail‑water‑air logistics and transportation system, advancing the “Four‑Good Rural Roads” initiative, upgrading tourist roads, and consolidating the foundations for development. She urged deeper efforts in the city’s “second entrepreneurship,” and practical progress in military‑civilian integration, leveraging the county’s industrial strengths in new materials, mechanical equipment and electronic components to extend, complement and strengthen industrial chains, and to scale up specialty industry clusters. She encouraged closer integration with the Huaihua International Land Port, identifying local characteristics and advantages, aligning with market demand and trends, and developing port‑adjacent industries adapted to local conditions. On cultural tourism, she called for raising the profile of cultural‑tourism offerings, carefully organizing the city’s fifth tourism development conference, accelerating construction of projects such as the 1938 Xiaoping Ordnance Camp, amplifying the influence of events like village‑level BA competitions, and using local film and television figures to tell Chenxi’s stories and boost tourism appeal. She also stressed realizing ecological dividends by strengthening the camellia oil industry, vigorously developing under‑forest economies, and converting Chenxi’s good ecological “appearance” into development “value.” Finally, on rural revitalization, she urged development of specialty industries according to local resource endowments, continued improvement of rural living environments, and the building of beautiful and livable villages suitable for both residence and economic activity.
