On the November 24, during an inspection tour in Hongjiang City, Wei Zhaohui, deputy secretary of the CPC Huaihua Municipal Committee and Acting Mayor, emphasized the need to thoroughly study and implement the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee. She stressed the importance of fully carrying out the decisions and plans of the Provincial Party Committee and Provincial Government, as well as the working requirements of the Municipal Party Committee and Municipal Government. Additionally, she urged resolutely upholding the responsibility that comes with being the birthplace of hybrid rice and demonstrating new accomplishments and achieving new successes in advancing high-quality development. Municipal leader Zheng Xiaohu participated in the tour.
During her inspection tour, Wei visited multiple key sites in Hongjiang City, gaining detailed insights into various sectors. Her itinerary included Qianyang Ancient Town, Hunan Meide Musical Instrument Manufacturing Co., Ltd., and Hunan Shuoxin New Material Co., Ltd., where she examined cultural tourism development and corporate innovation. She also journeyed Xiaping Village in Anjiang Town and the Anjiang Agricultural School Memorial Park, focusing on rural revitalization efforts and the consolidation of poverty alleviation achievements. Additionally, her visits to the Former Qianyang Administrative Office and the Gaomiao National Archaeological Site Park allowed her to assess heritage utilization and site enhancement projects. The tour concluded at the Hongjiang City Hospital of Traditional Chinese Medicine, where she reviewed progress in deepening healthcare reform.
A report on Hongjiang City's socioeconomic development was delievered. Afterwards, Wei highlighted its profound cultural heritage: the city is home to the 7,000-year-old Gaomiao Culture; the Tang poet Wang Changling left his timeless line "a heart free of stain as ice in crystal vase," in this place, and Academician Yuan Longping also worked here for 37 years, changing the world with a single seed. She acknowledged that in recent years, the Huaihua Municipal Party Committee and Government have demonstrated strong leadership in driving reform and innovation, laying a solid foundation for the city’s future growth. At this critical juncture of concluding the 14th Five-Year Plan and formulating the 15th, she urged to strengthen economic coordination, ensure security and stability, and sustain the current positive development trajectory.
Accordingly, Wei outlined the following priorities for quality enhancement across six key areas:
1. Cultural Communication
Upgrade cultural dissemination by actively contributing to the Project for Tracing the Origins of Chinese Civilization. Further explore the origins, connotations, and significance of Gaomiao Culture, refine cultural storytelling, strengthen publicity, build recognizable brands, and strive for UNESCO World Cultural and Natural Heritage designation.
2. Industrial Transformation
Enhance industrial upgrading by formulating high-quality development plans for local specialty industries such as seed breeding, bamboo processing, and bio-based new materials. Concentrate efforts on investment promotion and extend, supplement, and strengthen industrial chains to build robust industrial clusters.
3. Cultural-Tourism Integration
Improve integrated cultural-tourism development by creating premium tourist routes that connect the historical charm of Qianyang Ancient Town, the hybrid rice legacy of Anjiang Agricultural School, and the farming culture of Gaomiao Site—threading these pearls into a cohesive narrative to enhance visitor experiences.
4. Urban-Rural Development
Advance coordinated urban-rural growth by capitalizing on national policy opportunities, promoting urban renewal, and implementing the "Six One" rural revitalization initiative with a focus on resident satisfaction to achieve balanced regional development.
5. Reform and Innovation
Deepen reform and innovation as a "golden key" to solving development challenges. Foster a spirit of initiative to create replicable models and inject strong momentum into high-quality county-level economic development.
6. Safety and Security
Strengthen safety safeguards by enforcing responsibility at every level, addressing risks in key sectors and enterprises, improving ecological conservation capabilities, and ensuring high-quality development is underpinned by robust safety systems.
