On the afternoon of August 29th, 2025, Xu Zhongjian, secretary of Huaihua Municipal Party Committee, presided over a meeting of the Standing Committee of the Municipal Party Committee, focusing on studying general secretary Xi Jinping’s important article “Steadfast Promotion of High-level Opening-up to the Outside World” published in the magazine of “Qiushi,” and studying the implementation opinions of Huaihua City. It is required to convey and study the spirit of the second meeting of the organizing committee of the 5th Provincial Tourism Development Conference, listen to the report on the application for hosting the 5th Huaihua Tourism Development Conference, and arrange and deploy relevant work. It is a must to study the optimization, adjustment, and layout of key industrial chains in the city, listen to the report on the preparation work for the autumn school opening and Teachers’ Day commendation in the city, and arrange and deploy relevant work.
The meeting emphasized the need to deeply study and implement Xi’s important discourse on opening up to the outside world, seize major opportunities such as national and provincial support for the construction of Huaihua International Land Port, adhere to the integrated development of “port industry with city tourism,” expand and strengthen the port industry, focus on improving infrastructure and service functions, and further enhance the level of openness. To deeply integrate into the construction of the Western Land-Sea New Corridor, implement the “13+2” inter- provincial consultation and cooperation mechanism, strengthen regional cooperation, deepen strategic cooperation with domestic and international ports, actively expand overseas markets such as ASEAN and Africa, and continuously expand the “circle of friends” for open cooperation.
The meeting emphasized the need to thoroughly study and implement Xi’s important discourse on tourism development, conscientiously implement the decision-making arrangements of the Provincial Party Committee and Provincial Government on hosting the 5th Hunan Tourism Development Conference and the work requirements of the Provincial Organizing Committee, effectively strengthen the sense of responsibility and urgency, make every effort to tackle challenges, comprehensively identify and fill gaps, optimize and improve, and promote high-quality and efficient preparations to achieve the goals of revitalizing the city, promoting prosperity, and benefiting the people through hosting the conference. It is a must to firmly establish a bottom-line thinking, coordinate and ensure the security of activities, stability maintenance of letters and visits, and safety production, to ensure the overall stability of society.
The meeting emphasized the need to thoroughly study and implement the important speech and instructions of Xi on Hunan work, strengthen confidence, seize opportunities, maintain determination, adhere to leading industrial innovation with scientific and technological innovation, develop new quality productive forces according to local conditions, highlight industrial chain supplementation and strengthening, promote industrial agglomeration development, extend to the high-end of the industrial chain, and accelerate the construction of a “5+10” modern industrial system. Each industry chain leader should strengthen investigation and research, timely coordinate and solve specific difficulties and practical problems. Each industry chain work team should scientifically coordinate and provide precise guidance. Relevant functional departments should collaborate and work together in the same direction. Each county, city, and district should promote at a high level, coordinate with the upper and lower levels, and play a game of chess to ensure progress and implementation.
