On the morning of February 4, the Huaihua City delegation held its fourth plenary meeting to continue deliberating the government work report and reviewing the draft outline of the 15th Five-Year Plan. Xu Zhongjian, the delegation leader presided over the meeting, with deputy leaders Wei Zhaohui and Li Wanqian in attendance.
During the deliberations, representatives unanimously agreed that the government work report, which summarizes achievements based on facts, analyzes the situation with profound insight, and deploys tasks with precision and strength, is an excellent report that builds consensus, boosts confidence, and inspires progress. The draft outline of the 15th Five-Year Plan, which aligns with the central government's guiding principles and complies with Hunan's actual development needs, is a high-quality plan that demonstrates political vision, reform momentum, practical depth, and a people-centered approach.
Representative Tang Yong suggested that relevant provincial departments should provide greater support to Huaihua in the preparation of the 15th Five-Year Plan’s specialized plans, as well as in project and fund allocation. This support should focus on Huaihua’s development as a regional central city in the border area of Hunan, Hubei, Chongqing, Guizhou, and Guangxi provinces, the construction of its international land port, its integration into the Greater Zhangjiajie International Tourism Zone, the modernization of traditional Chinese medicine, and the renovation of old urban areas.
Representative Yang Lanying suggested that the construction of family, family education, and family values be deeply integrated into the grassroots social governance system. She also called for further improvement in the home-school-community collaborative mechanism for adolescent mental health and vigorous promotion of the quality enhancement and expansion of the "women's housekeeping" service industry.
Representative Zhang Ling suggested strengthening cultural research and preservation efforts in the Yuan River basin. She proposed harnessing the cultural heritage of the Yuan River basin to transform Huaihua into a more culturally enriched and renowned tourism city.
Representative Yuan Dingyang suggested strengthening support for agricultural technology, and promoting the integrated enhancement of high-quality farmland, superior seeds, advanced machinery, and efficient methods, in order to enable farmers to generate income and prosper through grain cultivation.
Representative Yin Peiguo suggested supporting and advancing cooperative development in the interprovincial border areas of Hunan, Hubei, Chongqing, Guizhou, and Guangxi. He also called for actively advocating the inclusion of regional cooperation and development in the national 15th Five-Year Plan outline.
During the deliberations, representatives Liu Xiaoming, Xiang Jianping, Yuan Deyi, Fu Jiasheng, and Hu Jie took the initiative to offer their suggestions and opinions. They focused on areas such as piloting the value realization mechanism for ecological products, developing modern agriculture, and deepening industrial innovation cooperation.
